Bouie has over 30 years experience as a professional human resources practitioner and as a senior human resources strategist with expertise in strategic planning processes, organizational management & development, cost containment strategies, manpower planning and staffing to assist businesses to expand and diversify into different lines of businesses or to become more aggressive in their respective business markets.

As a professional human resources strategist, Bouie was instrumental in designing and implementing the recruiting, staffing, training, organizing, labor relations and employee relation processes for a new paperboard mill in Vicksburg, MS for an international paper manufacturing company.  He was instrumental in designing and implementation of the expansion and growth strategies of The Fed Mart Corporation in San Diego, CA by managing all employee and labor relation processes during its merger and acquisition of two major retail companies.  While in San Diego, CA as a hr director, he lead the development and implementation of the strategies and processes that lead to the decertification of two unions from a major wholesale electrical and plumbing supply company and developed and implemented employment strategies for the expansion of that company further into California and the Southwest.

Bouie served as the human resources manager for LOOP LLC (Louisiana Offshore Oil Port, LLC) where he had the responsibility for the development and implementation employment, recruiting, employee benefits, employee and labor relation, safety and environmental strategies for the start-up operations of this major crude oil pipeline owned by sixteen of the major oil pipeline companies in the USA.

As human resources director for the Yavapai-Apache Nation under Tribal Chairman Jamie Fullmer, Bouie spearheaded the development of management training programs for tribal members; redesigned and upgraded the Nation’s employee benefits package, restructured its employee 401(k) plan and updated the Clift Castle Casino Board of Director’s By-Laws and ordinance for the Tribal Council.  During Bouie’s tenure as hr director for Yavapai-Apache Nation, his human resources work lead to a cost reduction of well over 2 million dollars annually for the Nation.

Most recently, Bouie joined Sunland Asphalt in Phoenix, AZ at the request of its Owner and President/CEO to help design and implement employee and conditions of employment strategies for its planned growth and expansion into the Southwest.

Bouie served in the Vietnam War as a member of the Special Forces as a Counter-insurgent Specialist where he was awarded the Department of The Army Commendation Medal for “Meritorious Service While Serving In The Republic of Vietnam.”

Bouie is highly knowledgeable and skilled in the field of human resources, labor relations, employee relations, compensation & benefits administration, recruiting & employment, training and management development, payroll administration and have exceptional verbal and written communication skills.  He has the ability to effectively work with the Executive Management teams, Presidents/CEOs, Tribal governments and line management, and have the ability to train, develop and motivate senior management, staff personnel and associates to higher levels of performance and productivity.
