SANTA FE, N.M. – Blue Stone Strategy Group is pleased to announce that Alvin H. Warren has joined the firm as Partner and Executive Vice President. Warren is a former Lt. Governor of Santa Clara Pueblo, a former New Mexico Cabinet Secretary of Indian Affairs and has more than 20 years of experience working for Indian Tribes and Nations in New Mexico and across the United States.

As Cabinet Secretary from 2008-2010, Warren led the nation’s first and only Cabinet-level Indian Affairs Department with an operating budget that peaked at nearly $4.2 million and a Capital Outlay budget of about $70 million. He worked closely with tribal leaders, former Gov. Bill Richardson and other state leaders to increase funding and services to Tribes as well as to build strong and productive relationships between the 22 Pueblos, Tribes and Nations and the state government.

During his three years working at the state level in the midst of a recession and significant budget cuts, Warren played a key role in several tribal policy victories, including the enactment and implementation of the New Mexico State-Tribal Collaboration Act in 2009 and the enactment of permanent funding for the New Mexico Tribal Infrastructure Fund in 2010, which is expected to provide $110 million in funding to Tribes within the first 10 years alone.
Warren has also been elected or appointed to serve a total of eight terms in Santa Clara’s tribal government, including two consecutive terms as Lt. Governor and as Tribal Treasurer, Tribal Interpreter, and Tribal Council member.
As Lt. Governor, Warren successfully led several key initiatives, including recompiling and modernizing the Pueblo’s law and order code, making tribal wages more competitive based on a market analysis and overhauling the Pueblo’s Human Resource Policies. He also secured $2 million for the Pueblo’s priority Capital Outlay projects and $1.5 million in federal funding to initiate a community-based behavioral health program.
As Partner and Executive Vice President, Warren will oversee Blue Stone’s operations in New Mexico and assist clients nationwide with services including strategic planning, tribal governance, financial management, program and policy development, leadership training, healthcare, real estate, and natural resource management.
